Statement 1 is correct. The parliamentary system does not provide a stable government. There is no guarantee that a government can survive its tenure. Presidential system on the other hand establishes a stable executive which does not depend upon the fluctuating will of the legislature. Presidential system is more stable than parliamentary system as coalition governments in latter can collapse as seen in Indian experience.
Statement 2 is correct. The elected members of the legislature can become a part of the cabinet in a Parliamentary system. On the other hand, the members of the cabinet in Presidential system serve at the pleasure of the president.
They are appointed independently by the president and are not the members of the legislature. E.g., in the United States, the members of the President’s cabinet cannot be members of the legislative branch.
