Explaination:

  • The requirement that a candidate contesting for the Rajya Sabha from a state must be an elector in that state was removed in 2003. This change was upheld by the Supreme Court in 2006.

While only SC/ST candidates can contest from reserved seats, they are also eligible to contest from general (non-reserved) seats.
