The Central Civil Services (CCS) is part of Civil Services of India and are concerned directly with the union nonpolitical executive administration and is the permanent Executive body of the federal Government of India.
Statement 1 is correct: The personnel of Central services work under the exclusive jurisdiction of the Central government. They hold specialized (functional and technical) positions in various departments of the Central government.
Statement 2 is correct: The day-to-day administration of these services rests with the individual Ministry under which the posts exists. Besides, Department of Personnel, determines the conditions of service; and the Ministry of Finance determines the pay scales and other financial aspects like fixation of pay, grant of increments, fixation of pension and gratuity on retirement, aspect pertaining to provident fund, etc.
Statement 3 is correct: It has often been pointed out that since the appointing authority is the same (the President of India), there is no justification for classifying the services into the all India and central services.
