To ensure that elections are held in free and fair manner, the Election Commission of India appoints several officers & thousands of polling personnel to assist in the election work.

Statement 1 is correct. The Chief Electoral Officer of a state/ Union Territory is authorized to supervise the election work in the state/Union Territory subject to the overall superintendence, direction and control of the Election Commission.

Statement 2 is correct. In every constituency, one Officer is designated as Returning Officer by the Commission in consultation with the concerned State government. An Officer can be nominated as Returning Officer for more than one constituency. All the nomination papers are collected & scrutinised by them. Election symbols are allotted by them in accordance with the directions issued by the Election Commission.
