Concept of Positive and Negative Liberty – Historically, Liberty was initially thought to be an outcome of complete absence of restrains. This idea of liberty is known as negative liberty. Philosopher John Locke said “where there is no law, there is no freedom”. He also wrote that the ultimate aim of the laws was not to abolish or restrain, but to preserve and enlarge freedom.
