Statement 1 is incorrect: Chilika Lake is a brackish water lagoon, spread over the Puri, Khurda and Ganjam districts of Odisha state on the east coast of India, at the mouth of the Daya River, flowing into the Bay of Bengal.

Statement 2 is correct: In 1981, Chilika Lake was designated the first Indian wetland of international importance under the Ramsar Convention.  Chilika is Asia’s largest and world’s second-largest lagoon.

Statement 3 is incorrect: Montreux Record under the Ramsar Convention is a register of wetland sites on the List of Wetlands of International Importance where changes in ecological character have occurred, are occurring, or are likely to occur as a result of technological developments, pollution or other human interference.
