Nice answer.
Some suggestions for improvement:
1. You can use numbered/bullet points, and list down the reasons for dispute. Use small sentences (e.g., you have written “Another reason for dispute….to catch fish.” You can cut it down by simply rephrasing, “Use of bottom Trawlers by Indian fishermen: This practice is harmful to marine ecosystem.” This would save both time and words. Other sentences can be cut short like this. It will allow you to cover broader perspectives as you will be able to express more ideas in less words.
2. Always draw a simple map in such questions.

Keep writing 🙂

Your answer is really good, but it is very long. You can cut down on lots of stuff. Some suggestions:
1. Draw a rough map of India’s Southern region and Sri Lanka and label the water bodies (Palk Strait, Gulf of Mannar etc.)
2. Directly come to the reasons of dispute and mention them in bullet-points like lack of demarcation, lack of perception of boundary among fishermen, deep-sea trawling etc., arrest by authorities etc. You have followed this in the steps for resolution. This is a good practice 🙂
Cut down unnecessary words like the opening line in the introduction.

In terms of content, excellent; you seem to have covered all the dimensions 🙂

Excellent answer. Best thing is you have mentioned Government initiatives as well which other answers were missing.
Only one thing, do mention full form of IMBL at least once, you can use the abbreviated form in the rest of the answer.
Keep up the good work 🙂

This is one will work too. Another option can be mention very briefly, in not more than 2 lines perhaps, that there is a dispute and fishermen are captured in each other’s territories etc.
