Good Attempt. Here are some suggestions for improvement.
1. To the extent possible, always cite data/facts e.g., your opening line is India spends good amount of GDP on R&D. This is a very subjective statement. Instead, you can mention India’s public spend on R&D as % of GDP (which is ~0.65%). Compare it with other countries (like US > 3%), then make an assessment. Most experts feel India’s spend on R&D is very low (and not good).
2. Address how R&D spend and outcomes, can help in Strategic Autonomy. e.g., cite example of India’s dependence on Russia for defence exports vis-a-vis India’s stance on the war. You can also cite India’s self-sufficiency on food after Green Revolution (supported by R&D in Agri. Universities). Vaccine development is also a good example.
3. Show how Goverment-Private partneship (e.g., ICMR/Bharat Biotech for Covaxin) can be nurtured to deliver excellent results. This model can be scaled up in other sectors like defence, green energy solutions etc.

Citing data/facts/examples will make your answer stand out from generic answers.
