This is great! Only concern seems to be the word limit. You can use smaller sentences to keep word limit in check e.g., point under digital gap can be rephrased as “Plug digital literacy gap through digital education in schools”. Rest seems great!

The content is appropriate to a large extent, but structure can be modified a little.
The opening lines are not very relevant, You can directly mention what is UCPMP. Also highlight the issue of unethical practices like freebies in the beginning itself. Then mention features of UCPMP which You have covered well.
Also highlight that the code is voluntary, hence ineffective. It should be legally binding, with stringent penal provisions in case of violations.

You can add some more keywords, e.g., in the introduction mention the ‘Gini Coefficient’ is rising indicating rising inequality. You can also add ‘Skill gaps’, like most jobs in formal sector require high skills which many lack. ‘Informalization of economy’ is also a factor, as low productivity jobs provide low income, so it results in inequality.
Overall good answer!
