Good answer. In introduction, you can mention some info related to how the shift is happening towards rural regions.
Many reasons are relevant and appropriate. However some of the arguments can be avoided like less regulations (e.g., maternity leave, the Law has no such distinction that units located in rural areas don’t have to provide for leaves). Similarly many other points are applicable for both rural/urban areas and can be avoided.

Good answer, much of the content is good. But some points are not relevant e.g., don’t assert that corruption is higher in rural areas unless there is a study/fact to back.

Good answer! You should also highlight that the Act interferes with the rights of the tribal/forest dwelling communities under the Forest Rights Act. They are falsely slapped with offences leading to hefty fines. Provisions of the Act are used as a tool to intimidate them. This has to be addressed.

Good answer! You can add the point related to cost of land acquisition in rural areas (low), in urban areas there is congestion/higher cost of land. Also wages are lower in rural areas due to productivity, skills, availability, lower cost of living (so lower wage expectation) etc.

Answer)
World Bank in its report “Is India’s manufacturing sector moving away from cities?” has pointed out a few reasons for the same.
They are as follows;
1) Urban space crunch- As the factories are becoming more capital intensive the size and number of machineries are increasing.To accomodate them larger spaces are required but at reasonable rents. This feature is available in the rural areas.

2)Lower wages in rural areas- our villages are source of cheap labour, this helps manufacturing units to cut down their operating costs.
3)Big firms deliberate shift- As per radical Marxists geographers, manufacturing sector units shifts deliberately to rural areas to make use of less skilled , less unionised,less costly labour.
However, this shift is not free of challenges for the factories. The cost of capital in rural areas is very high i.e 60% goes to interest payment.

This shift although, benefits rural population in the form of more diversified job opportunities, it has many challenges too. Better credit facility for attracting more investment in villages, skilled labour for competing with global markets, sustainable use of resources so as to not harm the environment are needed. Only then can balanced regional growth can b achieved.
