Great answer! You can draw a rough map showing Indian Ocean and show critical choke points. Highlight India’s centrality in Indian Ocean.
Also include the aspect that India can counter asymmetry in northern border wrt China by enhancing naval capabilities. The strategy should include roadmap to be a Bluewater Navy to operate far beyond Indian Ocean.

Wrote it as a 15 marks answer.
Content is nice , added few points as per question demand .but I feel
There is need to improve intro and way forward .it diverts from question demand.
Looks nice! I feel some of the points can be clubbed together like importance of trade (mentioned in 2 different points). Include aspect of energy security and protection sea-based assets like off-shore wind farms, oil/gas wells etc.

Great answer! I feel the points like energy/trade security and countering China should be mentioned separately rather than classifying under other elements. They are the major factors. Do mention importance of sea-based trade.
Also You can draw a rough map of Indian Ocean and show choke points etc. Can mention developing Bluewater Navy capabilities etc. also.
