How far, do you think, the DESH bill is going to improve the investment environment in India or enhance export competitiveness?

What are the reasons behind the very slow progress of the energy transition in comparison to the technology transition?

Good attempt!
An aspect that You have to focus on is that it has been difficult to decarbonize certain energy intensive sectors.
– Industry: Cement, Steel etc. use fossil fuels in their process for which there has been no alternative.
– Transportation: While EVs are getting common, a lot of existing stock will continue e.g., even by 2040, EVs will account for only 40% of vehicles on road.
– Domestic heating (in cold countries): Still dependent on oil/gas heaters.
Since these energy intensive sectors are still carbon dependent, transition is slow.

Rest of the points are good.

Very good answer! Also add that it has proven to be difficult to decarbonize the energy intensive sectors industrial (esp cement, steel, metallurgy etc.) and transportation. Refer comment to the other answer.
