Questions
1) How far, in your opinion, policy initiatives in India have been successful in halting the flight of students and capital to foreign universities?
2) Highlight the ways and need for transformation from the siloed approach of ‘agriculture’ serving ‘food security’ to a science-society-policy interface, in India?





Some very good points.
However I think you missed couple of good points.
1. One of the factors is relatively poor status of R&D Ecosystem in India. China has been able to reverse its brain drain via investing in higher education and setting up high-class laboratories. India is lacking on that aspect.
2. The second is the while lucrative jobs abroad is an attraction (pull factor), lack of quality jobs in India equally contribute to this factor (push factor).
In conclusion, you should elaborate a bit more. No doubt the Government has taken several steps, but like you mentioned in the introduction, brain drain hasn’t stopped. So the Government should take more proactive steps, especially regarding R&D Ecosystem, greater autonomy to universities etc.
