Some suggestions:
1. One more challenge in phasing out is the lack of an economical substitute to plastic.
Couple of points you mentioned in challenges are actually related to recycling, not phasing-out.
2. In remedial measures, you can give reference of Plastic Waste Management rules and steps therein including EPR. The focus has to be on effective implementation, promotion of circular economy etc.
