1) Flood risk management strategy cannot be done just by the water management, it should include round-the-year developmental activities. Discuss.

Excellent Answer! This is really good, You have covered almost all the reasons for floods as well as strategies for proper management.
Perhaps could have added a map of the flood prone regions. And the flood management administration like State Level, Union Level agencies that are responsible, just a simple mention in 1-2 lines.
Also, in the definitions, if possible, You can mention the source like CWC or Rashtriya Badh Aayog has defined floods as….

Excellent! Very structured and balanced answer. The sub-headings of points in role of Rajya Sabha are nice. In shortcomings, one more point can be added that the Federal character of the House has been diluted by the removal of domicile requirement in the State. Rest all good.

Great answer! Very nice use of Map. Location of Uttarakhand is bit off, You can correct that.
In the reasons, perhaps You can move Climate Change to human factors. Although classifying it under Meteorological is technically correct, as climate change is apparent through weather and climate systems, but ultimately there is scientific consensus that it is driven by human factors.
You can also add institutional arrangement, bodies/authorities responsible for flood management at Union, State, Local level. (just 1-2 lines).

Good answer! There is a scope for improvement though:
1. Do mention the Special Powers of Rajya Sabha (Art. 249, 312)
2. Some points like low productivity and absentation are applicable to both Houses, so can be avoided.
3. Also avoid any radical view like direct election to Rajya Sabha. The point regarding equal representation is good. You can also add the point that the Parliament can reconsider the condition regarding domicile status of candidates, it will also reduce patronage appointments.
4. Do mention that the RS members have representation in the Parliamentary Committees, so help in scrutiny of Bills and working of the Executive etc.
Refer to answers by other aspirants, they have also given some good points.
Overall good answer, can be better with some modifications.
