Content is great, but some modification is required in structure. Since the question is about critical examination of policy of prohibition, focus has to be on positive aspects and shortcomings of prohibition. For positive aspects, refer here. In shortcomings, refer points like loss of revenue, underground market, hooch tragedies etc. You can also cite some data from the above article. Then mention the reasons for lack of effectiveness.
What you have referred in Govt. measures (first para after intro like high duties, statutory warnings etc.) are actually more suited for alternate measures.
Also avoid suggestions like shifting alcohol to Union list, as already States are uncomfortable with fiscal centralisation. Revenue from Alcohol is major source of revenue for States, that’s why not included in GST.
One factual correction, its Article 47 under DPSP.
Content is very good and relevant, but only rearrangement required.

Awesome answer! Very good content and proper structure.
In negatives, add points of loss of revenue for State, and also increased litigation. Give some reasons for lack of effectiveness, (mostly its political-bureaucrat-black marketeer nexus). In alternate measures, You can add points like raising the level of tax, statutory warnings (like in tobacco products) etc.
Overall great answer!

Great answer! Most points have been covered. But I feel structure can be tweaked a bit.
In my personal opinion, you should first mention some positive and negative outcomes and then give your judgment regarding lack of effectiveness citing reasons. You have mentioned all of this, but only rearrange. (Ideally give +ves, -ves and then arrive at the conclusion (like whether effective or not)).
Some more points can be added in alternatives like raising taxes on alcohol (demerit goods).

Good answer! I think you can also mention some positive outcomes of prohibition as well, there have been studies in Bihar that show decrease in crime rates, better use of money saved on consumption etc. Of course, the negative aspects limit the effectiveness. Rest all looks good!

Looks good! Nice to have begun by citing the positive outcomes.
Cite some incidents like regular hooch tragedies which shows presence of black markets. List down the factors that have limited the effectiveness separately, mostly points like political nexus, leakages through State borders etc.
Also, I feel You can avoid using arrows in answers, full sentences will look proper and formal. (Personal opinion, not sure how examiners in the Commission treat it).
Time can be saved by being to the point and avoiding generic statements.
Good answer overall!

Great answer! Also add the dimension that there have been some positive effects of prohibition like studies in Bihar point out to fall in crime rate and domestic violence etc.
