Questions
1) The trend of Indian students going abroad for higher education continues to rise at a rapid pace. What are the factors that are aggravating this trend and suggest some measures to stop it.
2) The widespread understanding and use of the RTI is a shining example of participatory democracy. In the light of the statement, suggest measures to protect whistleblowers in India.





Good answer! The first half of the answer is really good, all points seem to have been covered adequately. But You haven’t justified the 2nd half, could have elaborated more about measures needed to improve the situation.
Here, You can mention points like greater autonomy to higher education institutions (like curriculum/course design), enabling hiring of best faculty including attracting Indians from abroad (like China has done to bring back its people back from the US), better industry-academia linkage etc.

Good answer! Nice use of examples to list down the successes of RTI Act. Some suggestions:
1. Highlight the harassment faced by RTI Activists in 1-2 lines (preferably quote data as well) before shifting to second half of the question (protection of whistleblowers).
2. Mention shortcomings of Whistleblowers Act in 2-3 lines like mandatory revelation of whistleblower to authorities, lack of rules to implement the law etc.
3. In suggestions, You can also add that Whistleblowers should be allowed to complain to independent authorities rather than within the department.
4. One factual correction, Jan Soochna is Rajasthan’s portal.

it is actually the both.
if i am familiar with the question, I try to write within time frame, later cross check with my notes.
however, if i do not have them in my notes, and it is a new issue, I read before onto the link mention below the question then close it and write myself. however at this time. do not time stamp myself rather focus on retrieving the memory I just read.

1. Prioritize the content, e.g., points like lack of adequate job opportunities, lack of teaching staff should be mentioned above delay in examinations etc.
2. Some crucial aspects like quality of higher education institutions who have international brand etc. are missing.
3. In suggestions, add points like greater autonomy to design courses/curriculum, improving quality of faculty and infrastructure, greater industry-academia linkages, improved R&D Ecosystem for better opportunities etc.

Some suggestions:
1. Before shifting to 2nd part of the question, elaborate a little about concerns related to deaths of RTI Activists. You can quote data related to deaths.
2. Also briefly, in 2-3 lines, mention some lacunae associated with Whistleblowers Act, 2014 like compulsory revelation of identity of the whistleblower, complaint only to departmental authorities, lack of rules and non-operation of the Act etc.
Suggestions addressing these concerns can also be added.
