2.) How are freebies different from free essential services and production-related incentives? Are the production-related incentives always good?
Nice! Very good points to distinguish the freebies. Perhaps you could have used ‘merit goods’ for health/education to contrast it further.

Good answer. In terms of content, almost all points have been covered including the concerns with the scheme. Could have mentioned the reduction in pension budget which can be utilized for moderanization of forces.

Good answer, straight to the point answer, listed almost all the arguments in support.
Couple of things. One, The scheme is not based on conscription system (compulsory service), it is voluntary. Two, you have mentioned that there are some concerns. You should have listed them in 1-2 lines, without elaborating.
