Questions
1.) The number and duration of droughts around the world are increasing at an alarming pace. Highlight the multidimensional impacts of drought and suggest solutions, with a special focus on the recent report by the United Nations.
2.) Discuss the challenges in the way of achieving intended objectives under India’s ethanol fuel blending targets. Also, suggest some measures to achieve targets.

Some suggestions:
1. Definition of drought could be improved a little. If you want to delve deeper, do read about Metrological (scarcity of rainfall), Hydrological (scarcity of water in surface and groundwater systems), Agricultural droughts (loss of crops/fall in productivity).
2. In preventive measures, you can add sustainable agricultural practices, adjusting cropping pattern according to agro-ecological zones. Check Deforestation etc.
3. To the extent possible, use ‘keywords’ e.g., loss of biodiversity instead of decreases flora/fauna.

There is a scope of improvement in this answer.
1. You should have started with the definition of drought. And very briefly describe the reasons for increased frequency of droughts. Do mention relevant data from the UN Report.
2. The impacts can be classified into broad classes: Economic, Social, Environmental, Political (due to climate induced migration). Refer the answer written by Jay.
3. Similarly in solutions, You can classify in adaptation/mitigation measures. Do include robust food security programmes so that droughts do not become famines.
4. Avoid generic statements like use e-bikes. You can use statements like ‘promote green mobility solutions’. This will distinguish your answer from generic answers and fetch more marks.

Very good answer. Good content and to the point arguments. Concluding statement is also very apt.
Some suggestions:
1. You have mentioned the point regarding hunger, just elaborate it in one line, that diversion of crops for ethanol production can lead to shortage of food and cause inflation.
2. You can also mention the technological challenges like: (a) Requirement of change in engines because of 20% of blending. This might result in higher cost of new vehicles; (b) Existing vehicles might also require retrofitting of engines; (c) Automotive Companies are also facing a dilemma, whether to invest in blending technologies or focus on EVs.
3. In measures, do elaborate on some aspects like clarify the meaning of ‘implementation of fund’. ‘Welcome Private Sector investment’ can be re-worded to ‘Facilitate’ private sector investment.
