Very good answer. You have properly described the reasons for localization and the problems faced by the jute industry. Structure is good with proper introduction and conclusion.
Some suggestions for improvement:
1. Draw a map wherever possible. Here you could have shown a rough map of WB, Bihar and Assam (and Bangladesh) and highlight important jute industry centres/cities.
2. In problems, you can also mention lack of appropriate policy support to the industry compared to Bangladesh.
3. To the extent possible, label/title different parts of the answer like factors for localization, Challenges etc.

Overall, very good attempt.

Nice answer. Wide coverage of points with proper labels. Do draw a map, because it is something that will help get extra marks. Also in challenges, do mention the aspect of Government policy.
