2) Provide a general account of groundwater usage in India. What measures are required to conserve groundwater?





Good attempt! You need to provide broad figures regarding total recharge and extracted. The extraction has been lowest since 2004 (not highest). Do mention areas with highest exploitation.
In conservation measures, highlight judicious use in agriculture (like precision farming, fertigation and correct cropping pattern), Legislative measures (like Water Policy and Water Extraction Law) etc.

Don’t focus too much on Government initiatives, it is not asked in the question,
Focus more on measures required like on rainwater harvesting, judicious use in agriculture, Legislation related to water use etc.

You need to answer specifically in the context of climate finance and clean energy transition etc. So measures like product labelling, EIA are not relevant here.
Here the relevant content should be related to funding for adaptation and mitigation measures. Issues with private financing is that private funding is more focused on mitigation measures (profitable as you mentioned), adaptation measures are neglected which is a long term solution.
Also private financers are reluctant to invest in poor countries with high debt levels and poor sovereign ratings (where their investments will be at risk).

Stick to the question statement, question is about general account for groundwater usage. So focus on the total recharge and extraction, states where usage is high, or recharge is low etc. Provide appox. share for other areas of usage (industrial/domestic).
Good that You have mentioned reasons for falling levels, You can try to condense it a little.
In measures suggested, you can make more specific suggestions like change in farming methods can be rephrased (correcting cropping pattern according to local agro-ecology, precision farming etc.). Also mention rainwater harvesting, adopting traditional methods etc. Rest of the measures are nice.

There is a need to modify some aspects. Highlight some facts like the amount of recharge and extraction. Give broad proportion like usage in agriculture, domestic and industrial uses etc. Measures to conserve section can be improved.
Try to give proper conclusion, the ending statement seems random.
The introductory statement, please confirm the source of info once (groundwater accounting for 20-30% of water resources in India). Question is about groundwater, so don’t mention hydel power (it is surface water). In measures, include steps like judicious use in agriculture, regulation of groundwater extraction through law etc.
Good answer! Provide data related to recharge/extraction etc., regions with high extraction etc. Try to give sector wise usage of groundwater also.
In measures, more steps can be added like in agriculture, industrial usage etc. Also to make them more structured, you can classify them under headings like legal (policy, law on regulating extraction), sectoral (agri/industrial) etc.
