The structure is good, in the sense that you have structured the answer in terms of the question statement i.e., the evolving challenges and then the effectiveness of Interpol. This is nice as many aspirants tend to ignore this aspect.
However, the persistent issue in your answers has been content. Many points are not relevant. You should focus on issues like cross-country cyber crimes, human trafficking, financial frauds etc. which occur beyond jurisdictions of national agencies. Effectiveness should include relevant measures based on above issues.
You must read about the topic first and then write. Else even writing answers consistently won’t be helpful. Focus should be on improvement.

You should structure the answer according to the question statement, the standard template of +ves. -ves, way forward etc. shouldn’t be applied everywhere. Here keywords are emerging challenges and effectiveness of Interpol. So structure accordingly. First mention evolving challenges like cyber crimes/dark web etc., human/drugs/arms trafficking, financial frauds etc. Then mention Interpol’s work like database, coordination mechanisms etc. and their effectiveness.

There is scope of little improvement in the content. It is ‘submarine’ launched. Try to avoid factual mistakes. Do highlight the aspect of how SLBM is considered to enhance deterrence. It provides a second-strike capability. (Submarine is difficult to detect, so provides capability even if other land-based nuclear weapons are destroyed in first strike). it has completed nuclear triad. Also mention China is enhancing its nuclear arsenal, so India has to develop commensurate capabilities.

Good answer! The content is relevant, but can be structured better. Focus on question statement/keywords: ‘Evolving challenges’ and ‘effectiveness of Interpol’. Accordingly, structure the content under evolving challenges (trafficking, frauds, cyber-crimes etc. and the mention the content You have provided under Importance of Interpol.
