Questions
1) Do you agree that the Draft Telecom Bill enhances unease of doing business? Give reasons for your arguments.
2) How Direct Benefit Transfer (DBT) Scheme has been beneficial for India in meeting the diverse needs of its population and ensuring balanced, equitable, and inclusive growth?

Good answer! In objectives, also add checking pilferage/leakages as direct transfer eliminates middlemen.
Include women empowerment as women beneficiaries got access to money through JD accounts.
Highlight the role of DBTs during pandemic when it ensured funds flow to the people.
Highlight the concerns in the Bill which impact ‘Ease of Doing Business’, like OTT platforms have to take license, OTT services have been defined as Telecom services, so now they come under two Ministries (MI&B and MeITy), They are already regulated by IT Act. So overlapping regulation via two Acts and Ministries will impact EoDB. OTT Users will have to follow stringent KYC norms.
DTH services have also been defined as telecom services, so will also come under proposed Act in addition to Cable Act.
Govt. can force social media intermediaries to intercept messages.
You have to focus on these aspects to address the keyword Unease of Doing Business.

Thank you, will keep that in mind.
In the introduction, You can briefly define the DBT Scheme. Mention factors like accurate targeting of beneficiaries, checking diversion of funds/leakages, quicker payments. It has provided funds to women beneficiaries which were denied to them earlier. DBT helped to mitigate the impact of pandemic to an extent with direct monetary transfers from the Government.
