1) Discuss the rationale behind and implications of the Election Commission’s proposal on freebies by political parties.
2) How do a Governor’s constitutional powers to assent to a state bill affect the constitutional order? What steps are required to rectify the issues in the process?
Very nice! Very crisp and to the point. In suggestions, You should also quote points related to recommendations by Commissions like Sarkaria and Puncchi regarding the Office of Governor. Don’t suggest amendment to Art 361, it has been put into the Constitution after considerable deliberations and neither are there any calls for any amendment to it.

Great answer! Don’t use the word controversial in the introduction. Punchhi Commission had made some suggestions regarding position of the Governor.
