Great answer! Very apt and relevant points. One suggestion for further improvement is that You can classify these points under heads likes Economic/Governance/Security.
Under Economic aspect, You can mention dependence of domestic digital economy on global platforms (e.g., Apple’s decisions regarding Apps hosted on its platform. Such decisions have an impact on India’s App developers as well). Similarly in security (internal/external) there are aspects related to liability of platforms for user generated content (say twitter or wikipedia etc.)
