Six AIIMS not fully functional even after 16 years, says report

News:

Parliamentary standing committee on health and family welfare in its report on the functioning of new AIIMS (phase-I) under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) has observed 6 AIIMS are not fully functional even after 16 years of the scheme

Important Facts

Observations of Parliamentary Standing Committee:

  1. 6 AIIMS-like institutions in phase-I are yet to become fully functional as an institute of national importance as AIIMS, Delhi
  2. The Union health ministry has not made a proper financial assessment for establishing the new AIIMS-like institutions and this has affected infrastructure and human resource of these institutions
  3. Shortage of Human Resource:
  • Shortage of faculty posts ranged from 55% to 83% in six new AIIMS, including Bhopal, Bhubaneswar, Jodhpur, Patna, Raipur, and Rishikesh. Further, shortage of non-faculty posts ranged from 77% to 97%
  • Super-speciality departments are non-functional because of the acute shortage of the medical faculty and specialists.

About Pradhan Mantri Swasthya Suraksha Yojana (PMSSY).

  1. Announced in 2003, the scheme aims at correcting the imbalances in the availability of affordable healthcare facilities in the different parts of the country in general, and augmenting facilities for quality medical education in the underserved States in particular.
  2. 1st phase of the scheme: It has two components- setting up of six institutions in the line of AIIMS; and upgradation of 13 existing Government medical college institutions.
  3. 6 AIIMS-have been set up in States of Bihar (Patna), Chattisgarh (Raipur), Madhya Pradesh (Bhopal), Orissa (Bhubaneswar), Rajasthan (Jodhpur) and Uttaranchal (Rishikesh)
