Syllabus- GS 2 –  Statutory, regulatory and various quasi-judicial bodies.

Synopsis – Wearing professional attire and refraining from using mobile phones while on duty are some examples of regulations that will improve the force’s image as well as efficiency.

Introduction –

  • The CBI director has directed all officials of the agency to wear formals on duty to maintain the decorum in the office. No casual attire is allowed in the office.
  • Dress Code-
    • Male staff should be dressed in trousers, collared shirts, and formal shoes with proper shaving
    • Women should wear suits, sarees, formal shirts, and trousers.

Recent enforcements to change the image of the police-

  • Refraining from using mobile phones while on duty
    • Following reports of certain police officers absorbed in their phones while on duty, the Bihar DGP has directed all officials not to use their phones or other electronic devices while on duty, as it tarnishes the police force’s image.
  • Refraining from wearing any religious symbols on uniforms or body that would indicate religious learnings
    • The Bihar DGP issued the order after numerous police officers were seen wearing tilaks on their foreheads while on duty.
  • Refraining Civil Defence Volunteers to misuse the khaki uniform-
    • The Delhi Police Commissioner raised objection following certain incidences of civil defence volunteers misusing the Khaki, issuing fraudulent COVID-19 challans, and in some cases attempting to accept bribes, the Delhi Police Commissioner voiced objections.

What other regulation is required to enhance the image of the police –

  • Conduct regular medical examination
    • For example–  In the late 1990s, the CAPF mandated that all personnel undergo an annual medical exam to maintain proper physique and health.
    • The regular medical exam in every government department will aid in identifying and addressing health issues early on.

Way forward-

  • When the police personnel are well-dressed and conduct themselves professionally, they command the respect of the public.
  • The Central and State governments should issue orders that all employees must be in formal wear when attending office.

Enforcement of discipline needs to flow down the line to the last man. The responsibility largely devolves on the officers to check their subordinates.
