Trust deficit implies decreasing trust of citizens in the capability and intention of the government/administration to ensure justice and public welfare.

The trust deficit is a symbol of declining faith in the social contract that exists between a state and its citizen. Trust deficit undermines the “rule of law” and may lead the society toward anarchy.
