Schemes, Projects & Planned Development in UP:

  1. Welfare of People (Social Security & Inclusion)

Trend: Shift from “Dole-outs” to “Saturation” (100% coverage) and “Identity-based Delivery” (Family ID).

A. Social Security & Poverty Alleviation

  • Family ID (Ek Parivar Ek Pahchan):
    • Objective: Creating a dynamic database of all families (Ration card holders + Non-ration card holders) to identify those with zero government benefits.
    • Impact: Used for auto-enrolment in pension schemes and issuing caste/birth certificates without repeated verification.
  • Social Security Pensions:
    • Old Age/Widow/Divyang Pension: Direct Benefit Transfer (DBT) of ₹1000/month.
    • Automatic Exclusion: Using electricity bills and income tax data (via Family ID) to remove ineligible beneficiaries.

B. Women & Child Welfare

  • Mission Shakti (Phase 5 – 2024/25):
    • Focus: Economic empowerment via “Lakhpati Didis” (SHG members earning >₹1 Lakh/annum) and safety via “Safe City Projects.”
  • Mukhyamantri Kanya Sumangala Yojana:
    • Update: Grant amount increased from ₹15,000 to ₹25,000 (effective April 2024) to support a girl child from birth to graduation.
  • BC Sakhi Yojana: Deployment of women as “Banking Correspondent Sakhis” in every Gram Panchayat to digitize rural finance.

C. Farmer Welfare

  • PM-KUSUM (State Component): Massive subsidy for Solar Pumps to reduce diesel dependency.
  • Nand Baba Milk Mission: Incentives for purchasing indigenous cow breeds (Sahiwal, Tharparkar) to boost milk productivity.

Current Affairs Linkage :

  • Family ID Saturation: By early 2026, the Family ID database covered over 6.5 Crore families, enabling the state to identify 1.5 Lakh new pensioners proactively without them applying.
  • Senior Citizen Health Cover: Implementation of the Ayushman Vay Vandana card  providing ₹5 Lakh free treatment to all 70+ citizens in UP.
  1. Major Projects (Infrastructure & Economy)

Trend: “Connectivity” leading to “Industrial Corridors” and “Spiritual Economy.”

A. Transport Infrastructure

  • Expressways:
    • Ganga Expressway (594 km): Main carriageway operationalized for Mahakumbh 2025; linking Meerut to Prayagraj.
    • Link Expressways: Chitrakoot Link and Gorakhpur Link Expressways boosting regional connectivity.
  • Airports:
    • Noida International Airport (Jewar): Trial flights conducted in late 2025; Asia’s largest cargo and passenger hub.
    • Expansion: New domestic airports operational in Aligarh, Azamgarh, and Chitrakoot.

B. Industrial & Strategic Projects

  • UP Defense Industrial Corridor (UPDIC):
    • Nodes: Aligarh, Agra, Jhansi, Chitrakoot, Kanpur, Lucknow.
    • Anchor Projects: BrahMos Missile Unit (Lucknow) and Adani Ammunition Complex (Kanpur).
  • Mega Textile Park: Under PM MITRA scheme, established in Lucknow-Hardoi (1,000+ acres).

C. Mahakumbh 2025 (The Mega Project)

  • Infrastructure: Construction of 30 Pontoon Bridges, widening of 90+ roads in Prayagraj.
  • Digital Kumbh: Deployment of AI-based Crowd Management and Lost & Found Centers using Facial Recognition.
  • Green Kumbh: Zero-waste policy with automated garbage disposal and river cleaning drones.
  1. Planned Development (Urban & Rural)

Trend: “New Townships” and “Smart Villages.”

A. Urban Planning

  • New Industrial Cities:
    • BIDA (Bundelkhand Industrial Development Authority): A new industrial city in Jhansi (similar to NOIDA) to anchor the defense corridor.
    • New Noida (Dadri-Noida-Ghaziabad Investment Region): Master plan approved for a logistics and industrial hub.
  • State Capital Region (SCR): Notification issued to develop Lucknow and adjoining districts (Unnao, Barabanki, Rae Bareli) as a planned economic zone.
  • Solar Cities: Ayodhya and Varanasi developed as model solar cities with solar streetlights and boats.

B. Rural Development

  • Smart Villages:
    • Matrubhumi Yojana: Allowing diaspora/private individuals to fund village infrastructure (CCTV, Libraries) in memory of ancestors (60% individual, 40% State share).
    • Digital Panchayats: Construction of Gram Sachivalayas (Secretariats) equipped with optical fiber (BharatNet) in every village.
  1. Human Resources & Skill Development

Trend: “Industry-Academia Linkage” and “Vocational Training in Schools.”

A. Skill Development Initiatives

  • Mukhyamantri Yuva Udyami Vikas Abhiyan (MYUVA):
    • Launch: 2024-25.
    • Provision: Interest-free loans up to ₹5 Lakh for young entrepreneurs to set up MSMEs; goal to create 1 Lakh micro-entrepreneurs/year.
  • Project Praveen:
    • Concept: Skilling students of Class 9-12 in government schools during school hours (embedded curriculum) in trades like IT, Electronics, and Beauty & Wellness.
  • Tata Technologies Partnership: Upgrading 150 Government ITIs into “Centers of Excellence” (Industry 4.0 ready) with modern machinery.

B. Human Resource Reforms

  • Mission Niramaya:
    • Sector: Nursing & Paramedical Education.
    • Reform: Grading of nursing colleges, mentor-mentee programs, and transparent exams to improve the quality of health workforce.
  • Education HR:
    • Digital Attendance: Mandatory Face Recognition Attendance for teachers (7:45 AM – 8:00 AM window) implemented in 2024-25 to ensure teacher presence in rural schools.
    • CM Apprenticeship Promotion Scheme: Placing over 83,000 youth as apprentices in industries in 2025-26 with a government stipend top-up.

Current Affairs Linkage :

  • Semiconductor Skilling: Under the UP Semiconductor Policy 2024, technical universities (AKTU) introduced specialized VLSI design courses to prepare a workforce for the upcoming Fab units in Jewar.

World Skill Center: Inaugurated in Lucknow  to provide international-standard training in hospitality and retail.
