Time Allowed : Three Hours Maximum Marks : 200
निर्धारित समय : तीन घंटे अधिकतम अंक: 200
Note : (1) There are 20 questions. Section – A consists of 10 short answer questions with word limit of 125 each and Section – B consists of 10 long answer questions with word limit of 200 each. The questions are printed both in Hindi and in English, (2) All questions are compulsory. (3) The number of marks carried by a question/part is indicated against it. (4) Keep the word limit indicated in the questions in mind. (5) Any page or portion of the page left blank in the answer booklet must be clearly struck off
नोट: (1) कुल 20 प्रश्न दिए गए हैं। खण्ड–अ से 10 प्रश्न लघुउत्तरीय हैं जिनके प्रत्येक उत्तर की शब्द–सीमा 125 तथा खण्ड–ब से 10 प्रश्न दीर्घउत्तरीय हैं जिनके प्रत्येक उत्तर की शब्द सीमा 200 निर्धारित हैं। जो हिन्दी और अंग्रेजी दोनों में छपे हैं। (2) सभी प्रश्न अनिवार्य हैं। (3) प्रत्येक प्रश्न/भाग के लिए नियत अंक उसके सामने दिए गए हैं। (4) प्रश्नों में इंगित शब्द सीमा को ध्यान में रखें। (5) उत्तर पुस्तिका में खाली छोड़े गए कोई पृष्ठ अथवा पृष्ठ के भाग को पूर्णत: काट दें।.

सार्वभौम धर्म क्या है ? इसके प्रमुख तत्त्वों की विवेचना कीजिए ।

Q9. We are witnessing increasing instances of sexual violence against women in the country. Despite legal provisions against it, the incidences like these are increasing. Suggest some innovative ways to tackle this menace.
हमें देश में महिलाओं के प्रति यौन–उत्पीड़न के बढ़ते हुए दृष्टान्त दिखाई दे रहे हैं । इस कुकृत्य के विरुद्ध विद्यमान विधिक उपबन्धों के होते हुए भी ऐसी घटनाओं की संख्या बढ़ रही है । इस संकट से – निपटने के लिए कुछ नवाचारी उपाय सुझाइये ।
Q10. You are an honest and responsible civil servant. You often observe the following: A) There is a general perception that adhering to ethical conduct may face difficulties to yourself and cause problem for the family, whereas unfair practices may help to reach the career goals. B) When the number of people adopting unfair means is large, a small minority having a preference towards ethical means make no difference. Examine the above statements with their merits and demerits.
आप एक ईमानदार तथा उत्तरदायी सिविल सेवक हैं । आप प्राय: निम्नलिखित को प्रेक्षित करते है
अ) एक सामान्य धारणानितिक आचरण का पालन करने से स्वय को भी कठिनाई का सामना करना पड़ सकता है और परिवार के लिए भी समस्या पैदा हो सकती है, जबकि अनुचित आचरण जीविका लक्ष्यों तक पहुंचने में सहायक है। ब) जब अनुचित साधनों को अपनाने वालों की संख्या बढ़ी होती है, तो नैतिक साधन अपनाने वाले अल्पसंख्यक लोगों से कोई फर्क नहीं पड़ता। उपर्युक्त कथनों की उनके गुण–दोषों सहित जाँच कीजिए ।

Q13. How far Gita’s Niskam Karmayoga can be helpful in preventing the increasing events of depression and suicide ? Discuss.
अवसाद और आत्महत्या की बढ़ती घटनाओं को रोकने में गीता का निष्काय कर्मयोग किस प्रकार सहायक हो सकता है ? विवेचना कीजिए । 12

Q15. You are trying to become a P.C.S. officer and after clearing various stages now you are eligible for the personal interview. While going to appear the interview, you saw that an elderly man is going somewhere with his grand daughter. Suddenly he gets a heart attack in front of you. The grand-daughter of elderly man comes pleading for your help. What will you do ? Discuss in detail.
आप एक पी.सी.एस. अधिकारी बनने की कोशिश कर रहे हैं और विभिन्न चरणों को पार कर व्यक्तिगत साक्षात्कार हेतु अर्ह हो गए हैं । साक्षात्कार हेतु जाते समय रास्ते में आपने देखा कि एक बुजुर्ग व्यक्ति अपनी पोती के साथ कहीं जा रहा है । अचानक उसे आपके सामने दिल का दौरा पड़ता है और बुजुर्ग की पोती आपसे सहायता की पुकार करती है। ऐसी दशा में आप क्या करेंगे? विस्तृत चर्चा करें। 12
Q16. It is often said that poverty leads to corruption. However, there is no dearth of instances where affluent and powerful people indulge in corruption in a big way. What are the main causes of corruption among people ? Support your answer with examples.
अक्सर कहा जाता है कि निर्धनता भ्रष्टाचार की ओर प्रवृत्त करती है । परन्तु ऐसे भी उदाहरणों की कमी नहीं है, जहाँ सम्पन्न एवं शक्तिशाली लोग बड़ी यात्रा में भ्रष्टाचार में लिप्त हो जाते हैं। लोगों में व्याप्त भ्रष्टाचार के आधारभत कारण क्या है ? उदाहरणों द्वारा अपने उत्तर को पुष्ट कीजिये। 12

Q19. What factors affect the formation of a person’s attitude towards social problems? Support your answer with examples.
सामाजिक समस्याओं के प्रति व्यक्ति की अभिवृत्ति के निर्माण में कौन से कारक प्रभाव डालते हैं ? । – उदाहरणों के द्वारा अपने उत्तर को सम्पुष्ट कीजिए । 12
Q20. Meenu keeps on telling her friends that she is fond of social service. Her friends notice that she, however, does not participate in any social welfare activities. One of her friends’s father is associated with a Non-Government Organisation (NGO) and he frequently organises social welfare activities such as free distribution of clothes and medicines to the poor segments of the society. Meenu’s friend asked her many times to contribute some time for the NGO but Meenu showed no interest.
What probable explanations can be given for Meenu’s conduct? Justify psychologically.
मीनू सदैव अपनी सहेलियों को यह बताती रहती है कि उसे समाज सेवा से बहुत लगाव है। उसकी सहेलियों ने पाया कि वह किसी भी समाज कल्याण क्रियाकलापों में सहभागिता नहीं करती। उसकी एक सहेली के पिता एक गैर सरकारी संगठन (एन.जी.ओ.) से सम्बद्ध हैं तथा वह समाज के गरीब वर्गों के लिए निस्तर समाज कल्याण–क्रियाकलाप जैसे मुफ्त कपडे एवं एवं दवाइयों का वितरण आयोजित करते रहते हैं। मीनू की सहेली ने कई बार ऍन जी ओ के लिए समय देने के लिए कहा पर मीनू ने इसमें कोई रुचि नहीं दिखाई।
मीनू के व्यवहार के लिए क्या सम्भावित स्पष्टीकरण दिए जा सकते हैं ? मनोवैज्ञानिक तौर पर औचित्य सिद्ध कीजिए। 12
