UPSC Syllabus: GS-3-Science and Technology

Context: India’s space sector has entered a new phase with the Indian Space Policy, 2023, which has opened the entire space value chain to private participation. The upcoming Vikram-1, India’s first privately developed orbital launch vehicle, reflects the success of these reforms.

Key Reforms in India’s Space Sector

  1. The Indian Space Policy, 2023 allows Non-Government Entities (NGEs) to participate across the entire space value chain and promotes innovation, private investment, and international collaboration.
  2. IN-SPACe has been established as a single-window regulator to authorise private space activities, provide access to ISRO facilities, and ensure transparent and predictable regulatory approvals.
  3. The Government has introduced financial support mechanisms, including the IN-SPACe Seed Fund Scheme, the ₹1,000 crore Venture Capital Fund, and the ₹500 crore Technology Adoption Fund, to encourage innovation and commercialisation of indigenous technologies.
  4. NewSpace India Limited (NSIL) has been designated as ISRO’s commercial arm to undertake commercial launches, transfer technologies to industry, and promote private participation in satellite and launch vehicle production.
  5. The liberalised FDI policy permits higher levels of automatic foreign investment in satellite manufacturing, launch vehicles, and satellite components, thereby attracting global investment and technology.

Significance of the Reforms

  1. The reforms have significantly increased private participation, with the number of Indian space startups growing from one in 2014 to more than 400 in 2026.
  2. The reforms have strengthened indigenous technological capabilities by encouraging the development of advanced launch vehicles, satellites, and propulsion technologies.
  3. The reforms are expected to expand India’s space economy from nearly USD 8.4 billion at present to USD 40–45 billion by 2030 and USD 100 billion by 2040.
  4. The reforms have enhanced India’s commercial launch capabilities, enabling the country to emerge as a trusted provider of cost-effective launch services.
  5. The reforms have promoted public-private partnerships in sectors such as agriculture, disaster management, climate monitoring, Earth observation, and satellite-based services.
  6. The reforms have generated employment, investment, and high-technology manufacturing, thereby strengthening India’s knowledge economy.
  7. The reforms have improved strategic self-reliance by reducing dependence on foreign technologies and strengthening India’s position in the global space sector.

Challenges

  1. The space sector continues to face high capital requirements and long gestation periods, which discourage private investment.
  2. Private companies still have limited access to advanced testing, manufacturing, and launch infrastructure compared to established global competitors.
  3. The regulatory framework requires further simplification to ensure faster approvals and ease of doing business.
  4. Indian companies face intense global competition from well-established international private space enterprises.
  5. There is a need to develop a larger pool of skilled manpower in advanced space technologies, manufacturing, and research.

Way Forward

  1. The Government should strengthen research and innovation by promoting collaboration among ISRO, industry, startups, and academic institutions.
  2. Greater financial support and private investment should be encouraged through expanded venture funding and easier access to credit.
  3. India should develop world-class testing, manufacturing, and launch infrastructure to support private space enterprises.
  4. The regulatory framework should be further streamlined to provide faster approvals and long-term policy certainty.
  5. India should expand international partnerships while simultaneously promoting indigenous technology development under the vision of Atmanirbhar Bharat.

Conclusion: India’s space sector reforms have created a strong foundation for innovation, commercialisation, and private participation. With sustained policy support, stronger public-private partnerships, and successful missions such as Vikram-1, India is well positioned to emerge as a leading global space power and a key contributor to the future space economy.
