Questions
1) Draft data accessibility policy can pave the way for a radical change in sharing public data for the greater good. Do you agree with the statement? Give arguments in support of your answer.
2) The work that waste pickers do is of utmost importance to our cities and the environment, however, they still face multiple vulnerabilities. Discuss and suggest remedial measures for the upliftment of waste pickers in India.

You have tried to address the core the question, but here are some suggestions for improvement.
a. The opening statement is mere repetition of the question statement, you should avoid that. You can just write in 1-2 sentences about the new policy.
b. The structure of the answer should be like, you first discuss the expected benefits like efficiency of public service, transparency etc. Then move on to the concerns like privacy of users and even law and order issues like the author mentioned.
c. You should provide a way forward in the conclusion, e.g., there is a need to have of an independent regulatory body. Moreover the basis of data sharing can be a law debated in the Parliament instead of a Policy designed by the Executive. A Law will enable broader deliberation including taking into account the view of the States. This is also in-line with the Supreme Court’s Judgment.
Ans 2 is well written, maybe you can add low pay/lack of income security as a vulnerability.
