Overall looks balanced, content is good. Also mention high level of vacancies in SICs and CIC. As the article mentions, there is tendency to agree to approach of the Ministries.
Don’t suggest extreme measures like repeal of official secret acts, take a balanced approach always (like between transparency and national security). You can suggest amendments to appropriate sections that hamper transparency etc.

repealing officials secret act was a recommendation of 2nd ARC, i forgot to quote it there..
mentioning 2nd ARC will be fine or not..like
repeal official secret act as per 2nd ARC..???

Sure, quote ARC if it is so, it gives more authenticity to the answer. It is a good practice to quote the source of recommendations.

There is scope of lot of improvement. Appears without structure. Arguments seems vague and random. Refer Jaydeep’s answer regarding what to write.

Instead of Art 14, mention Art 324, which clearly states that appointments is the prerogative of the Executive (President) subject to the conditions prescribed by Law (Parliament). So it is the domain of the Executive and the Legislature. Judiciary should refrain. Conclusion is good, it should be the Parliament which should decide.

Focus more on the issue of working of CIC, like delay in adjudication, rising pendency, high vacancies, agreeing to the arguments of Government ministries rather than enforcing transparency.
