News: Recently, the NCB secured the return of Mohammad Salim Dola, an alleged international drug trafficker and a close associate of fugitive don Dawood Ibrahim, from Turkey, who was the first target under Operation Global-Hunt.

  • Operation Global-Hunt is a mission launched to dismantle 100 drug networks run by India’s fugitives abroad, including in Dubai, Canada and Europe.
  • Launched by: It has been launched by the Narcotics Control Bureau (NCB).
  • Aim: It aims to track down traffickers through coordinated efforts among central agencies and using Interpol Red Notices and seize their assets within India.
  • Note: India is a signatory to the single Convention on Narcotic Drugs 1961, as amended by the 1972 Protocol, the Convention on Psychotropic Substances, 1971 and the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, 1988.
  • Focus: The mission focuses on a most-wanted list of traffickers involved in the supply of fentanyl, cocaine, heroin, and synthetic drugs entering India.
  • Implementation strategy: NCB has submitted a three-year roadmap to the Union Home Ministry for Operation Global-Hunt:
    •  It was decided that all stakeholder departments across states will jointly launch a three-year nationwide campaign against drug abuse.
    • The operational framework for each pillar of the anti-drug strategy will be clearly defined, specific and measurable targets will be set, and regular reviews will be conducted to ensure accountability.

About Narcotics Control Bureau (NCB)

  • Formation: NCB was constituted by the Government of India in 1986 under the Narcotic Drugs and Psychotropic Substances Act,1985.
  • Nodal Ministry: It is the apex coordinating agency under the Ministry of Home Affairs.
  • Headquarters: It is located in New Delhi.
  • Motto: It has the motto of Intelligence, Enforcement, and Coordination.
  • Mission: Its mission is to prevent and combat the abuse and illicit trafficking of drugs.
  • Functions: Following unctions are performed by NCB:
    • Coordination among various Central and State Agencies engaged in drug law enforcement;
    • Assisting States in enhancing their drug law enforcement effort;
    • Collection and dissemination of intelligence;
    • Analysis of seizure data, study of trends and modus operandi;
    • Preparation of National Drug Enforcement Statistics
    • Liaison with International agencies such as UNDCP, INCB, INTERPOL, Customs Cooperation Council, RILO etc;
    • National contact point for intelligence and investigations
