News: The National Animal Disease Control Programme (NADCP) was launched in 2019 and is one of India’s largest livestock health initiatives.

  • Launch Year: It is a Central Sector Scheme launched in 2019.
  • Nodal Ministry: The nodal ministry is the Ministry of Fisheries, Animal Husbandry and Dairying, specifically implemented through the Department of Animal Husbandry and Dairying (DAHD).
  • Aim: It aimed at controlling and eradicating Foot and Mouth Disease (FMD) and Brucellosis by vaccinating 100% cattle, buffalo, sheep, goat and pig population for FMD and 100% bovine female calves of 4-8 months of age for brucellosis.
  • Objective: It aims to control these two diseases by 2025, and to eradicate them by 2030.
  • Budgetary Outlay: It has received 100% funding from the Centre with the total outlay of Rs.13, 343.00 crore for five years (2019-20 to 2023-24).
    • The programme is supported by strengthened veterinary infrastructure, digital livestock databases, research institutions, and One Health initiatives.
  • Activities undertaken under the programme:
    • Mass FMD vaccination of all susceptible bovines and small ruminants every six months.
    • Public awareness campaigns and orientation of officials for effective programme implementation.
    • Ear-tagging, registration, and uploading of animal data on the Bharat Pashudhan Portal (NDLM).
    • Sero-surveillance and monitoring through pre- and post-vaccination sample testing.
    • Note: Sero-surveillance involves population-level assessment of antibody prevalence to estimate disease exposure and immunity, sero-monitoring focuses on longitudinal tracking of antibody levels to understand immunity.
    • Procurement of vaccines and cold-chain equipment to ensure quality delivery.
    • Outbreak investigation, virus isolation and typing, and regulation of animal movement through quarantine and check-posts.
    • Continuous data generation, monitoring, and impact evaluation.
    • Remuneration to vaccinators, with a minimum of ₹3 per vaccination dose.
  • Programme implementation status: The programme has given 147.16 crore FMD vaccine doses, benefiting 8.04 crore farmers.
    • Disease has reduced significantly: FMD outbreaks fell from 132 in 2019 to 40 in 2025, while Brucellosis outbreaks declined from 22 to 15.
    • Lower virus circulation: NSP antibody prevalence dropped from 20.8% in 2019 to 8.1% in 2025, showing that FMD transmission has reduced.
    • Strong control of FMD: There have been no FMD outbreaks caused by the Asia-1 serotype for the past three years.
    • By integrating disease control, digital monitoring, and pandemic preparedness, it is contributing to a more disease-secure livestock sector in India.

About Foot and Mouth Disease (FMD)

  • It is a highly contagious viral vesicular disease of cloven-hoofed animals such as cattle, buffaloes, sheep, goats and pigs etc. 
  • Impact: It leads to reduction in milk yield, decreased growth rate, infertility, reduced working capacity in bullocks, and a trade embargo in the international market.
  • Control: Control of FMD can be achieved by mass vaccination of susceptible livestock repeatedly at regular intervals till the incidence of the disease comes down.

About Brucellosis

  • Caused by: It is a reproductive disease of cattle and buffaloes caused by bacterium Brucella abortus. 
  • Symptoms: The disease is characterized by fever, induced abortion at the last stage of pregnancy, infertility, delayed heat, interrupted lactation resulting in loss of calves, loss in production of meat and milk. 
  • Bovine brucellosis is endemic in India and appears to be on the increase in recent times
  • Prevention: In the absence of any treatment for Brucellosis in bovine animals, the disease can be prevented by vaccination. 
  • Control: Control of Brucellosis can be achieved by a once-in-a-lifetime vaccination of female bovine calves (4 – 8 months old).
