- Policy Evaluation as a systematic process of assessing policy effectiveness and outcomes. Policy evaluation should examine what a programme actually achieves, not merely whether it was implemented.
Theory of Change – Understand the link between policy intervention → mechanisms → outcomes.
Evidence-based policy – Evaluation provides evidence for improving public programmes.
Unintended consequences – Policies may produce outcomes beyond their stated objectives.
Utilisation – Evaluation should contribute to better policy decisions and programme improvement. – Evaluation does not operate in a political vacuum values, interests and institutions influence how findings are used.
for e.g. in MGNREGA Evaluation one can examine not only expenditure and employment generated but also asset creation, livelihood security and changes in rural economic conditions.
