Nope. 1909 Morley Minto reform was for separate electorates for Hindus and Muslims only i.e., Communal electorates
And Ramsay Communal Award is in 1932, which included other minorities too, hence decreasing the overall population base of real Hindus. consequence: Poona pact between Gandhi and Ambedkar 🙂
