- Russia has alleged that that Organization for the Prohibition of Chemical Weapons (OPCW) had been hijacked by politics and its mandate derailed after Russia had put forward a draft Security Council resolution on the OPCW.
- The draft resolution states that the Security Council where Russia holds veto power should be the only international body that can impose measures on countries that violate the Chemical Weapons Convention(CWC).
- However,Western diplomats fear that the proposed Russian draft is aimed at weakening the OPCW which has been at the forefront of efforts to shed light on chemical attacks in Syria.
- OPCW is an intergovernmental organisation and the implementing body for the Chemical Weapons Convention(CWC) , which entered into force on 29 April 1997.It oversees the global endeavour to permanently and verifiably eliminate chemical weapons.
- It consists of 193 members.All states party to the CWC are automatically members.But 4 UN Member States are non-members namely Egypt, Israel, North Korea and South Sudan.Of these Israel has signed CWC but didn’t ratified it, rest 3 are non-signatories.
- The Convention contains four key provisions (a)Destroying all existing chemical weapons under international verification by the OPCW (b)Monitoring chemical industry to prevent chemical weapons from re-emerging (c)Providing assistance and protection to States Parties against chemical threats and (d)Fostering international cooperation to strengthen implementation of the Convention and promote the peaceful use of chemistry.
- The organisation was awarded the 2013 Nobel Peace Prize for its extensive efforts to eliminate chemical weapons with the most recent being in Syria civil war.
