Introduction
The Unified District Information System for Education Plus (UDISE+) 2025–26 report reflects significant foundational progress, school teachers crossing 1.02 crore, Pupil-Teacher Ratio (PTR) well within NEP 2020 norms, and secondary dropout rates dropping to 7.0%. However, deep-seated structural disparities across infrastructure, regional access, and social inclusion continue to impede equity and learning quality.
From Access to Meaningful Inclusion
- India’s school system now encompasses 14.71 lakh schools, 24.69 crore students and over 1.01 crore teachers, reflecting remarkable quantitative expansion.
- However, inclusion means more than being enrolled—it requires access, participation, learning, dignity and transition irrespective of geography, gender, caste, disability or income.
- NITI Aayog’s 2026 School Education System in India similarly identifies persistent gaps in equity, inclusion, teacher deployment, infrastructure and learning outcomes, despite near-universal primary access.
Structural Inequities Behind the Expansion

Learning Inequality and The Deeper Exclusion
- Quantitative access can coexist with learning poverty. Yet the figures also reveal that a majority remain below these benchmarks.
- Further, parental education significantly influences learning, demonstrating that educational inequality is partly reproduced through the home environment. Hence, the challenge is shifting from “schooling for all” to “learning for all.”
Policy Response from Universalism to Targeted Equity
