News: The Central Electricity Authority (CEA) has provided guidelines to enhance the efficient allocation, sharing, and utilization of optical fibers, improving resource management in the power sector.

About Central Electricity Authority (CEA)

  • It is a statutory body established under Section 3(1) of the Electricity Supply Act, 1948, which was later repealed by Section 70(1) of the Electricity Act, 2003.
  • It is an “Attached Office” of the Ministry of Power.
  • The CEA functions as the technical advisory body to the Central Government.
  • It consists of up to 14 Members, including a Chairperson, with a maximum of eight full-time Members.
  • Members are appointed by the Central Government based on their expertise in engineering, finance, commerce, economics, and industrial matters.
  • The Chairperson serves as the Chief Executive of the Authority.
  • Headquarters: Delhi

Functions and Duties of the Central Electricity Authority (CEA):

  • Regulatory & Advisory Role
    • It advises Central & State Governments on power sector operations.
    • It guides licensees and generating companies and assists Regulatory Commissions on technical matters.
  • Policy & Planning
    • It advises the Central Government on the National Electricity Policy & Plans.
    • It develops short-term and long-term plans for the electricity sector. It coordinates with planning agencies for optimal resource use.
  • Technical & Safety Standards
    • It set technical standards for electrical plants, lines, and grid connectivity.
    • It defines safety requirements for power infrastructure.
    • It establishes grid standards for operation and maintenance.  It also specifies conditions for meter installation.
  • Infrastructure Development
    • It supports the timely completion of electricity projects and promotes skill development in the power sector.
  • Research & Data Management
    • It study costs, efficiency, and competitiveness in the power sector.
    • It collects and publishes electricity generation, transmission, and distribution data and also promote research and innovation in electricity.
