Removal of UPSC Chairman:

A member or Chairman of UPSC can be removed by the President of India on any of the following grounds. If the member or Chairman:

1. is adjudged an insolvent (unable to pay one’s debt)
2. engages in paid employment during his tenure outside the duties of his office
3. is infirm of body or mind
4. participates in any office of profit, becomes concerned in any agreement or contract made by or on behalf of the government or benefits from emoluments or profit arising from an incorporated company
5. A member or Chairman of UPSC can be removed on ground of misbehavior (discussed above), which is proved in an inquiry conducted by the Supreme Court after a reference is made by the President to the Supreme Court to conduct such an inquiry

Important Learning:

The National Transport Policy Committee (1980) recom­mended the following principles for declaration of a national waterway.

• It should possess capability of navigation by mechanically propelled vessels of a reasonable size.
• It should have about 45 m wide channel and minimum 1.5m depth.
• It should be a continuous stretch of 50 kms.The only excep­tion to be made to waterway length is for urban conglomera­tions and intra-port traffic.
• It should pass through and serve the interest of more than one State (or).
• It should connect a vast and prosperous hinterland and Major Ports (or).
• It should pass through a strategic region where development of navigation is considered necessary to provide logistic support for national security (or).
• It should connect places not served by any other modes of transport.

The National Transport Policy Committee considered the following waterways as having the potential for declaration as national waterway

• The Sunderbans
• The Mahanadi
• The Narmada
• The Mandovi,Zuari rivers and Cumberjua Canal in Goa
• The Tapi,

Explanation:

• The 73rd Amendment 1992 added a new Part IX to the constitution titled “The Panchayats” covering provisions from Article 243 to 243(O}
• Part IX provides for a 3 tier Panchayat system, which would be constituted in every state at the village level, intermediate level and district level. This provision brought the uniformity in the Panchayati Raj structure in India.  However, the states which were having population below 20 Lakh were given an option to not to have the intermediate level.

The amendment provides for constitution of a State Election Commission in respect of the Panchayats. This State Election Commission would have the power to supervise, direct and control the elections to the Panchayats and also prepare the electoral rolls
