News: The Ministry of Panchayati Raj launched Nirbhay Chetna to sensitise more than 17.5 lakh male elected representatives on women’s safety and gender equality.
About Nirbhay Chetna

- Nirbhay Chetna is a national programme focused on sensitizing male elected representatives towards women’s safety, gender equality, dignity, and leadership.
- Aim: The initiative aims to strengthen gender-responsive governance through Panchayati Raj Institutions by promoting awareness, accountability, community leadership, and positive behavioural change among elected representatives.
- Nodal ministries: It has been launched by the Ministry of Panchayati Raj.
- Implemented Under: Nirbhay Chetna is being implemented under the Nirbhaya Fund as a flagship component of the broader ‘Nirbhay Raho‘ initiative.
- Coverage: It will cover all Panchayats across India and train more than 17.5 lakh male elected representatives through a cascading training model.
- Key Features:
- Master Trainer Network: The initiative aims to create a cadre of 28,500 master trainers at the State, District, and Block levels to conduct large-scale training programmes.
- Training Approach: It uses expert sessions, group discussions, case studies, and experiential learning exercises on themes such as positive masculinity, community participation, and women’s inclusion.
- Capacity-Building Effort: It is recognized as the largest drive of its kind and seeks to promote gender-responsive governance through Panchayati Raj Institutions.
About Nirbhay Raho Initiative
- Nirbhay Raho Initiative: It is a comprehensive programme for gender equality implemented under the Nirbhaya Fund.
- Three-Pillar Approach: The initiative works through Nirbhay Chetna, Nirbhay Netri, and Nirbhay Drishti to address different aspects of women’s safety and empowerment.
- Nirbhay Netri: This component provides legal literacy and capacity-building training to more than 14.5 lakh women elected representatives.
- Nirbhay Drishti: This component envisages the installation of CCTV cameras in villages across all States and Union Territories to strengthen safety infrastructure.
