KEYWORD OF THE DAY || Metapolicy Making
Metapolicy making means making policies about how policies should be made.
For e.g. before launching a new welfare scheme, the government establishes clear procedures for consultation, impact assessment, interdepartmental coordination and evaluation. These arrangements improve the process through which the policy is formulated.
THINKER OF THE DAY | Michael D. Cohen, James G. March and Johan P. Olsen
Work – A Garbage Can Model of Organizational Choice (1972)
Views
- Organised Anarchy – The model explains decision-making in organisations where goals are unclear, technologies are poorly understood and participation is fluid.
Four Streams
– Decision making involves four relatively independent streams – problems, solutions, participants and choice opportunities.
Solutions Seeking Problems – Solutions may exist before problems are clearly identified.
- Decision making is not always a systematic process of identifying a problem and finding the best solution.
Chance and Timing – Decisions often depend on which problems, solutions and participants happen to come together at a particular time.
Limited Rationality – The model challenges the assumption that organisations always make decisions through a clear, logical sequence
Say A government committee may adopt an already prepared solution when a suitable opportunity arises, even if the original problem was different.
