Views –  Bagehot divided government into two parts

  • Dignified Part

–  Provides symbolism, legitimacy and continuity.

  • Example – President of India as the constitutional head.

  • Efficient Part

  • Exercises real executive authority and decision-making.

  • Example – Prime Minister and Council of Ministers.

Administrative Significance

  • Bagehot emphasized that effective parliamentary government requires

  • Strong Cabinet leadership

  • Coordination among ministers

  • Close executive–legislature relationship

  • Political direction of administration

The Prime Minister and Cabinet constitute the effective political executive, while the permanent executive provides continuity, expertise and institutional memory. The Cabinet Secretariat supports inter-ministerial coordination.

Bagehot’s distinction between the dignified and efficient parts helps explain how constitutional symbolism coexists with effective political authority in parliamentary administration.

The importance of Walter Bagehot can be understood from the fact that he is dominantly one scholar who influenced writings of Woodrow Wilson.

Wicked problems require not a one-time solution but continuous management through collaboration, adaptive governance, stakeholder participation and institutional learning.
