How does the Uttar Pradesh Agriculture Export Policy – 2019 strengthen the agricultural export activities in the State?
The Uttar Pradesh Agriculture Export Policy 2019 (amended in 2021) aims to double agricultural exports to US$2524 million by 2024. The policy seeks to enhance the state’s export potential through following measures:
1. a) Multi-tiered governance structure at the level of State, Division and District to coordinate implementation;
b)Graduated financial support (Rs. 10-40 lakhs) based on land size (minimum 50 acres), promoting cluster-based development.
2. a) Subsidies for various modes of transport (25% support for air/waterways shipments) to offset geographical disadvantages;
b) export facilitation centers to act as one-stop service points at all levels. They seek to provide information, and deliver all export-related assistance under one roof.
3. a) Market fee exemptions for agricultural produce exported through direct purchases (mandi fee);
b) processing units for value-addition near clusters;
c) subsidies and grants to promote agricultural export education.
4. Global market linkages through international buyer-seller meets, participation in trade exhibitions to showcase UP’s agricultural products in global marketplaces.
The policy shows promising progress, with a 5.5% growth in farm export value to Rs. 19,000 crore in 2022-23. This upward trajectory supports the broader goal of doubling farmer incomes by increasing global market access and price realization. (196 words)
