Why in News?

The Indian government has introduced stricter rules for solar panel manufacturers to improve transparency and enforce the use of domestic components in solar projects.

About the rules

1. Mandatory Data Submission

Solar cell and module manufacturers must now upload details about their annual imports, exports, and the locations of their manufacturing facilities. This information needs to be submitted on two specific online portals maintained by the government.

2. Self-Certification and Inspection

Companies will self-certify that they are using and producing Indian-made solar components. The National Institute of Solar Energy (NISE), which is part of the Ministry of New and Renewable Energy (MNRE), will review this self-certification.

3. Domestic Content Requirement (DCR)

i) The new measures include a digital portal for verifying compliance with the Domestic Content Requirement (DCR) policy.

ii) This policy is designed to promote local manufacturing by ensuring that a certain percentage of solar components are made in India.

Government Initiatives and Schemes for Solar Sector

1. PM Surya Ghat Muft Bijli Yojna: The government has launched a ₹75,000 crore program to provide free solar electricity to one crore households. The solar components used must be made in India to benefit from this scheme.

2. Increased Solar Capacity: India aims to significantly increase its solar energy capacity to at least 200 GW by 2030, up from the current 85 GW. This expansion includes ensuring that a larger proportion of solar components are domestically produced.
