  • DILRMP 3.0 is a five-year programme to build an integrated, GIS-enabled “Land Stack” for land administration.
  • Evolution: In 2008, Computerisation of Land Records (CLR) and Strengthening of Revenue Administration and Updating of Land Records (SRA&ULR) were merged into the National Land Records Modernization Programme (NILRMP).
    • In 2016, NILRMP was revamped as DILRMP, which has now been expanded as DILRMP 3.0 (2026–2031).
  • Type of Scheme: It is a Central Sector Scheme.
  • Funding: It has 100% central funding with an anticipated financial outlay of ₹565.50 crore.
  • Implemented by: The Department of Land Resources (DoLR), Ministry of Rural Development, will implement the programme across all States and Union Territories.
  • Monitored by: Real-time progress will be monitored through the upgraded DILRMP-MIS dashboard.
  • Aim: It aims to make land governance transparent, accessible and citizen-friendly by integrating land records, maps, property registration and court cases.
  • Key Features
    • Universal Bhu-Aadhaar (ULPIN): It will assign a 14-digit unique identification number to every land parcel, ensuring a secure and unmistakable identity for each property.
    • Digitisation and Georeferencing of Maps: It will completely digitise cadastral maps and embed them with exact geographical coordinates.
    • Paperless Property Registration: It will introduce end-to-end online and paperless property registration along with a new Registration Repository.
    • Integrated Revenue Courts: It will introduce a paperless Revenue Court Case Management System (RCCMS) integrated with land records to track disputes and reduce the time and cost of legal battles.
