News: The Ministry of Home Affairs unveiled PRAHAAR and a new extradition portal to strengthen counter-terrorism efforts and bring fugitives back to India.

  • New Extradition Portal is intended to bring together and streamline efforts to secure the return of fugitives from abroad.
  • Launched by: The Ministry of Home Affairs launched the new extradition portal.
  • Key Features:
    • Unified Platform: The portal brings together key bodies—the Ministry of Home Affairs (MHA), Ministry of External Affairs (MEA), Central Bureau of Investigation (CBI), and state law enforcement agencies—to track and manage extradition requests smoothly once a fugitive is detained abroad.
    • Inter-Agency Synergy: It eliminates communication gaps, ensuring zero delay when transmitting court-approved extradition requests to foreign nations.
    • Institutional participation: Senior officials from central and state police organisations participated in discussions on extradition and counter-terrorism.

About PRAHAAR Initiative

  • PRAHAAR is India’s first comprehensive National Counter Terrorism Policy and Strategy.
  • Launched by: The Ministry of Home Affairs launched PRAHAAR in February 2026.
  • Aim: It provides a proactive, intelligence-led framework to prevent and respond to terrorist activities and radicalisation through whole-of-government and whole-of-society approaches.
  • Seven Pillars of PRAHAAR:
  • Prevention
  • Using intelligence-led, proactive measures to stop attacks before they occur.
  • Responses
  • Swift, proportionate, and graded responses coordinated across central and state levels.
  • Aggregating Capacities
  • A “whole-of-government” approach to modernize forces with advanced tools and weaponry.
  • Human Rights
  • Ensuring operations are grounded in the rule of law and respect for fundamental rights.
  • Attenuating Conditions
  • Addressing radicalization and socio-economic vulnerabilities through education and engagement.
  • Aligning Efforts
  • Strengthening international cooperation via treaties, extradition, and UN-led norms.
  • Recovery & Resilience
  • A “whole-of-society” approach involving NGOs and community leaders for rehabilitation.
  • Key Features:
    • Zero tolerance: The strategy follows a zero-tolerance approach towards terrorism and violence.
    • Proactive doctrine: PRAHAAR shifts India from a reactive security stance to a proactive doctrine.
    • Real-time intelligence sharing: PRAHAAR formalises real-time intelligence sharing through the Multi Agency Centre (MAC).
      • It also promotes a swift and coordinated chain of command between State agencies/police and specialised central forces such as the NSG.
    • Technology and security: It integrates advanced technology and focuses on securing critical infrastructure.
    • Continuous strengthening: The strategy emphasises continuous analysis of terror incidents, result-oriented action and regular review through the Annual Anti-Terror Conference.
