  • Launched by: It was launched by the Ministry of Defence.
  • Aim: The framework aims to enhance functional empowerment within the Department of Defence R&D, improve efficiency, ensure timely execution of strategic projects, and strengthen self-reliance in defence technologies.
  • Key Features:
    • Enhanced Financial Powers: The framework increases financial powers at different levels within DRDO, including the Secretary, Director General, and Laboratory Directors, to reduce administrative delays and improve project execution.
    • Dedicated Trial and Testing Provisions: It provides dedicated financial provisions for trial campaigns, testing, and evaluation activities to support timely completion of strategic R&D projects.
    • Support for Pre-Project R&D: The framework authorizes the sanctioning of pre-project research and development initiatives to encourage early-stage innovation before formal project approval.
    • Clear Grants-in-Aid Structure: It clearly segregates financial powers for Extra-Mural Research Projects, Defence Innovation Accelerator–Centres of Excellence, and Technology Development Fund (TDF) projects.
    • Stronger Self-Reliance: The framework promotes collaboration with industry and academia, reinforces the vision of Aatmanirbhar Bharat, and strengthens self-reliance in defence technologies and national defence preparedness.
