News: India is chairing the Indian Ocean Rim Association (IORA) and maritime security after the West Asia war remains a major agenda.

  • Indian Ocean Rim Association (IORA): It is an inter-governmental organisation for regional cooperation in the Indian Ocean region.
  • Origin: The vision of IORA originated during Nelson Mandela’s 1995 visit to India for socio-economic cooperation and peaceful endeavours.
  • Established: It was established in 1997.
  • Objective: It aims to facilitate economic cooperation and expand mutually beneficial cooperation among member states.
  • Members: IORA currently comprises 23 member states, including –
    • India, Australia, Bangladesh, Comoros, France, Indonesia, Iran, Kenya, Madagascar, Malaysia, Maldives, Mauritius, Mozambique, Oman, Seychelles, Singapore, Somalia, South Africa, Sri Lanka, Tanzania, Thailand, the United Arab Emirates and Yemen.
  • Dialogue Partners: It has 12 official Dialogue Partners , including China, Egypt, European Union, Germany, Italy, Japan, Russia, Saudi Arabia, Türkiye, the Republic of Korea, the United Kingdom and the United States of America.
  • Headquarter: The headquarters is located at Cyber City, Ebène, Mauritius.
  • Key Features:
    • Six Priority Areas: IORA works in six priority areas, namely Maritime Safety & Security, Trade & Investment Facilitation, Fisheries Management, Disaster Risk Management, Tourism & Cultural Exchanges, and Academic, Science & Technology.
    • Cross-Cutting Issues: Blue Economy and Women’s Economic Empowerment are recognised as important cross-cutting issues.
  • Institutional Structure:
    • Council of Ministers (COM): The COM is the highest decision-making body of IORA and includes Foreign Ministers of all member states.
    • Committee of Senior Officials (CSO): The CSO works under the COM and reviews implementation, coordination, and priorities of cooperation programmes.
    • TROIKA Mechanism: TROIKA consists of the current Chair, Vice-Chair, and Previous Chair, and it keeps member states informed on important matters.
    • IORA Chair and Secretariat: The Chair coordinates meetings and agendas, while the Secretariat supports the functioning of the organisation from Mauritius.
  • India’s Role: India is the Chair of IORA for the 2025–2027 period and will host several important meetings before the 2027 summit.
